USDA Announces Hurricane Disaster Assistance Funding

On January 26, Agriculture Secretary Mike Johanns announced $2.8 billion in aid to assist victims of the 2005 hurricane season. Agricultural producers will receive $1.2 billion through various programs and $1.6 billion will restore homes and rural communities. Five new programs, the Tree Indemnity Program (TIP), the Hurricane Indemnity Program (HIP), the Livestock Indemnity Program (LIP), and the Feed Indemnity Program (FIP) and an Aquaculture Block Grant program, will distribute $250 million from Section 32 funds. Producers in Alabama, Florida, Louisiana, Mississippi, North Carolina and Texas counties declared primary presidential or secretarial disaster areas in 2005 because of hurricanes are eligible to apply for assistance under the new programs. In addition to the funds for farmers and ranchers, the Defense Appropriations Act of 2006 contains $1.6 billion in Rural Development program assistance for the hurricane victims. Nearly $1.5 billion is allocated to provide housing funds under the agency's direct and guaranteed loan programs. Additionally, nearly $160 million will be dedicated to four areas; $54 million for housing repair loans and grants for very low-income applicants; $45 million in grants for hurricane-damaged water and wastewater facilities; $50 million for telecommunications program assistance, and $8 million to restructure electrical loans in the hurricane-affected areas.

Architecture for Humanity Connects Designers with Community Organizations

Architecture for Humanity maintains a database of architects and designers who have expressed interest in partnering with community groups in community development projects and post-disaster rebuilding efforts. They can connect groups with an architect willing to lend time and talents to a rebuilding project. Architecture for Humanity also offers funding for selected design services, with criteria for proposals available on their website. Architecture for Humanity has two projects now in progress in the Gulf Coast area. A Neighborhood Cluster Initiative is working to site temporary housing on land owned by and leased from resident homeowners. The second, dubbed "The Shotgun Initiative," is a collaboration among Heritage Conservation Network, the Foundation for Historical Louisiana, the Preservation Resource Council of New Orleans, Architecture Record, the University of Tulane, the University of Minnesota, Architecture for Humanity and others. A three-part program involves hands-on building conservation workshops to be held at damaged "shotgun" houses, a focus on new homes that need to be built, and assistance to help homeowners wade through the paperwork regarding insurance, disaster assistance and personal financial matters.

Community Development Financial Institutions Fund Accepting Applications

Through the Community Development Financial Institutions (CDFI) Program, the Fund uses federal resources to invest in and build the capacity of CDFIs to serve low-income people and communities lacking adequate access to affordable financial products and services. The Fund provides monetary awards for financial assistance (FA) and technical assistance (TA) through the CDFI Program. CDFIs use FA awards to further goals such as: economic development, affordable housing, and community development financial services. The Notice of Funding Availability for the 2006 Funding Round has been released. Applications must be received by 5:00 p.m. on January 23, 2006.

Energy Foundation Supports Advancing Renewable Energy and Energy Efficiency

The Energy Foundation, a partnership of major donors interested in solving the world's energy problems, seeks to advance energy efficiency and renewable energy — new technologies that are essential components of a clean energy future. Generally, the foundation makes grants to nonprofit charitable organizations, with special emphasis on regional initiatives. Applicants may send a preliminary letter of inquiry, or a complete proposal, at any time during the year. The foundation's Board of Directors meets three times a year (the first week of March, the third week of June, and the first week of November).

EPA Region 4 Environmental Priorities Solicitation

For Fiscal Year 2006, EPA Region 4 is soliciting proposals for projects to address regional and state strategic priorities that meet national Regional Geographic Initiative (RGI) and Environmental Priorities Program (EPP) funding criteria. EPA Region 4 Environmental Priorities for 2006 funding consideration are 1) agriculture in the Southeast; 2) reducing environmental exposure to sensitive populations; 3) healthy communities through watershed protection; 4) post-natural-disaster redevelopment; 5) waste and energy applications. The total estimated funding expected to be available under this competitive opportunity is approximately $300,000. EPA anticipates award of approximately 6 to 8 cooperative agreements resulting from this announcement. This solicitation is intended to fund at least one project to be performed in each of the 8 states in the Southeast Region: Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee. Proposals are due by December 23, 2005.
